When anyone changes a zoning for a house they must post letters and every one can give their concerns In this case it seems the Piggery permit was issued and nobody close to it received a letter before or after the approval. As for the Biodigester it seems that they will go ahead with it.

I am 100% against any piggery & or biodigester in or anywhere near the town of PENDLETON.

It is of no benefit to any residents living any-where near them., other than Mister Cote, & Mister Henard. It sounds as if there has been a permit passed regarding the sow operation. I say SHAME on Mr. Pommainville, ( mayor nation municipality ) & also to Mr. Jean-Yves Lalonde, (mayor Alfred Plantaganet) for not being out in the open about the piggery in the first place. We have been fighting both townships for bylaws not being adhered to for the last 20 years (Example—junk cars all around the MAIN INTRSECTION in Pendleton. Bad enough he had land & garage on North Plantagenet township, but then Nation municipally lets him buy land adjacent to his garage so he can get more JUNK cars.
(NOT TOO SWIFT )
Ministry of Environment was called in and turned a blind eye.

I guess we will have to see how the next ELECTION (municipal) comes out. Sorry for not sticking to the subject but it is the same old story, just another 15-or so years down the road.

We were told at the meeting on March 21, 2007 in Plantagenet that if we noticed anyone spreading the manure when the tile is running, the MOE will show up as this is considered a "spill". If the manure is spread today and it rains tonight, would the manure not leave the property? Once there is a spill, is it not too late to call the MOE? The so-called experts at the meeting would not or could not address the effects this has on ground water (20 to 25 feet under ground). If this is not a concern, why is there such a high rate of nitrates in the drinking water in and around Pendleton?

It is amazing to me that Alfred-Plantagenet Mayor Jean-Yves Lalonde could argue that the operation of a biodigester would be classified as agricultural. As well educated as he is, he should be perfectly aware that a unit such as this, whereby he will be reselling the excess electricity as per the energy agreement, at the very least would be either commercial or industrial. The proposed land for the biodigester is now agricultural and I strongly believe that, as was stated at the meeting in Plantagenet March 21, 2007, there should be a referendum held before any permit is given.

Has this area not learned from the fire in Pendleton that burned the Packall plant. How this factory ever got heavy industry zoning right next to family dwellings is a mystery. The toxins the factory put into the environment were totally unacceptable and have been a major factor on my health. It is also a curious thing the number of families that have lost family members to Cancer or are living with cancer in the village of Pendleton. The toxins that were waste from the factory and entering our water supply and into the air were styrene, toluene, benzene and ethyl benzene all in higher proportions than any person should be exposed to. Side effects from these toxins can cause Thyroid disease, Graves disease, Cancer, accelerated arthritis, and osteoporosis all of which have effected my health. The health of all residence in the village I feel is going to be jeopardized by such an operation.

While Mayor Pommainville is so concerned with E-Coli present in
Forest Park's road ditches, he strongly supports the implementation of a factory hog farm in Pendleton where residents must rely on wells and points for their water source. Shame on you Mayor Pommainville for having double standards when it comes to the health and well-being of your taxpayers.

Also, Mr Mayor why have the piggery "tucked" on the outskirts of the Nation Municipality if this operation brings "business" to the Nation Municipality. Why not have it erected in or around the town of Casselman. I guess you'd rather lose approximately 100 votes rather than the thousands that you would lose by having it erected in or around the town of Casselman and Limoges I guess you'd rather lose approximately 100 votes rather than the thousands that you would lose by having it erected in or around the town of Casselman. Another note to mention. What about the servicing of the roads, since concession 10 is the boundary of Nation Municipality and Alfred Plantagenet Townships. Who will be responsible for the upkeep of the roads during the construction of both "businesses". The traffic will be considerably higher and the 10th concession's conditions are average at best under normal circumstances.

Once the water is gone it will take years to correct. We all need drinking water to survive. Why have Quebec put a stop to mega piggery? Did anyone ever question why?
How much water will these pigs drink in a day? How much pig manure daily? Where will the manure run when spread on the land? It certainly won't stay in one place. When it rains it sure is going to wash into our ditches
and our wells.

What will happen if the nation river banks start washing away? Will there ever be another Lemieux?
Who is doing studies on these would be problems?

Let's see, take a foul smelling gas tank (biodigester) add a corrosive and explosive tank (ethanol) right beside it and use up all the drinkable water in the area (irrigation systems, new hog farm, ethanol plant) place this on prime agricultural land 1 km upwind a small town that relies on the same water source. Then run manure pipes right through the village and right next to the river. Recipe for disaster? Not yet, you need to put someone in charge that has no experience and make this the pilot project so all the "engineers" can learn from their mistakes. For what purpose? The new ethanol plant in Johnstown (run by professionals) have already stated they won't have enough corn for their operation. I guess the real question is can we rely on our elected representatives to weigh the needs of the many against the desire of a single person? I hope so.

I am aghast that municipal politicians would even consider permitting the construction of a mega piggery, especially in an area susceptable to flooding so near a major source of potable water for a significant sector of the region. Clean water in adequate quantity is already a concern of the local populace; contamination from massive quantities of porcine fecal waste, through human error, runoff or flood, will further erode existing and potential sources of clean water, and increase the risk of health hazards in sources of water available within the region.

Everything about both the piggery and biodigester is potentially hazardous to our health, our childrens' health, our animals' health, the water we drink and the air we breathe. There is no benefit to our community and too many things can go wrong. I am not reassured when the "experts" say there is nothing to fear, my experience tells me that means the exact opposite.
The "experts" say they will be monitoring for any negative impacts, that is a bald-faced lie - once the piggery is built and the biodigester on-line - we will be abandonded with the dire consequences to our health and our community, while the business interests will be banking their rewards. We don't want a pig factory in our area...numerous communities in Canada have banned mega-factories due to concerns about air quality, water safety, infectious disease, public health, and lack of benefits to the community...the local residents will not receive any benefits from this factory and all of the potential risks...we were not consulted, and we think it is arrogant of the local politicians (especially Mayor Pommainville, who was quoted in Le Reflet as having concerns about water quality due to the provincial government not giving the municipality more money for water treatment, yet doesn't recognize the risk due to the mega-piggery..."we don't want another Walkerton...")not to consult or listen to their constituents about this matter - we WILL remember this come the next election!

Mr. Pommainville & Mr. Jean-Yves Lalonde have not conducted their business as mayors democratically at all
and certainly not in the Canadian Way.
Where was the public awareness?
PIG FARMS are dangerous, devastating to the water tables,
air quality and consequently to everyone and thing that consumes or uses water and air - so basically the rocks in Pendleton & surrounding villages and towns will be fine. Does the concern of infectious diseases not concern you gentlemen? So we stand up and say NO! NO! NO!
Why so close to the Nation River?

Dumpage into the river means that every community the Nation River passes through & every stream and well it touches will be affected for both people and animals.
(please do not try and tell us more lies
by saying there will be no dumping)

This time of the year (March/April) there are thousands of Canadian Geese that return from the south and bath and drink and feed from the surrounding fields
and waters of the Nation River.
The disgusting toxic waste of this PIG/HOG farm dumpage and inevitable LEAKAGE (there are always leaks as history has proven over and over again) will then spread further as the birds migrate and travel and nest. When I hear the words PIG and FACTORY together it scares me...
possibly one day to death.

Do you want to be responsible for that Mr. Pommainville & Mr. Jean-Yves Lalonde? When the manure spreads into our ditches, our drinking wells and points we will be at your offices & homes bearing a glass of water that we will ask you to drink....will you? When our land and water becomes contaminated with styrene, toluene, benzene and ethyl benzene, for example, will YOU drink it Mr. Pommainville & Mr. Jean-Yves Lalonde? Will you allow your children, your grandchildren to drink it? To bath in it? To swim in it? Or will you have clean. refined, bottled water supplied to your residences and homes at OUR expense?
The expenses of the very people who you are supposed to have represented and served?

Let us now look at the infrastructure of the 10th Line. Lined with Residential properties it cannot support such massive construction without serious repercussions. The roads, the electricity, the water, the noise pollution. If you want to boast about ways to create alternate energy try

In true honesty I believe this project is a bad idea from the start. I don't believe in any way, shape or form that it will
provide anything positive to the environment of the neighboring towns or the whole county for that matter, if anything it will deterionate the precious
landscape that our ancestors have worked so hard to build and protect. I grew up in Curran and am obliged to make it my duty as a loyal citizen of the surrounding area to deeply dread such a project for numerous reasons

Since I spend some time in this community with my pet dog, Yanni, I feel our lives would be severely compromised by any impact that such an operation would have on our quality of life.
As I understand it, the water resource is an international issue. Any pollutants affecting that source will influence negatively our existence in this community. The proximity of the said piggery to a vulnerable resource, water, will impact not only humans but animals as well. This is an agricultural area. What if any feasibility studies have been done before such a decision was taken? Why is this piggery a done deal as It appeared in the Vankleek Hill Review? Why are the voices of the citizens living in this community ignored?

I am against the piggery business on many levels.
Our health is at risk. I am certain that any of the "ACCIDENTS" that have happened in other areas were not expected to happen. Well history tells us that they do happen, and this piggery potentially so close to this areas water supply, cries out "trouble" with a capital "T".
Our water table is already fragile. We cannot use a normal amount of water i.e. we cannot shower, do our dishes and laundry without risking running out of water. We cannot run water in the summer for our gardens or for the children's little pool. We collect rain water for any outdoor water usage.
To suggest property values will not be affected, is ridiculous. There is ample evidence on the Internet to prove that property values are adversely affected.
Why are being subjected to all the above for the profit of a business man who doesn't live here. These businesses are forbidden in other areas for the reasons listed above. Why is our community being jeopardized for the profit of a few individuals. There are no benefits to our community, only hazards!
My children and grandchildren have a right to a healthy environment. We moved to this area to get away from pollution!!!!!
I and every voter, voted for someone who would represent our community and respect our wishes. Where are you????????? Why are you NOT doing this??
Please stop this insidious project.

I want to know how it is a building permit can be given for a huge operation like this that is so close to a river that affects all our water. It is almost as though someone’s pockets have been lined. That is the only thing I can see, it has no benefits for any of the people in this community. I would like to know what price our health is worth. We are not allowed to have an outhouse anymore for fear it will contaminate our water supply so how it is this Piggery with thousands of pigs pooping is not going to have a negative impact on our water.

I am totally opposed to a mega pig farm in our area. The regulations in Quebec prevent the building of those factories, lets call it what it is.
The regulations in Ontario don't yet do this.
We can't allow them to pollute the river and the air in our area.
Please let me know if and when other meetings will take place so I can attend.

Our health is at risk and I for one am not interested in waking up in the morning to the smell of pig manure. The value of my home and other homes around will be lowered considerably. I moved to Pendleton 6 years ago to what I thought would be a better place for my son and now they want to move a pig farm in our area, I am not impressed at all. As for the water. I can't flush my toilet and do a load of laundry without running out of water. What do you think will happen when 3000 pigs move in.

My relatives, some friends and co-workers, AND neighbours of mine have been boycotting pork for a while. I and my husband stopped eating pork five years ago. I just don't like the way living creatures are being treated in these mega pork manufactures, and to eat misery is to become ill yourself.

The owners of these mega-pork farms have saturated Quebec's weak laws and now seek to send their ravenous capitalism into Ontario. These greedy bas----s are American Pork Growers seeking to evade the environmental laws in their own country. They can get away with it in third world countries - maybe they see Canada as a helpless third world. Ms. Minister of Agriculture you betray honest pork farmers, and you make Ontario look like some backwater in which any semi-criminal activity can be allowed.

The federal agriculture minister is no better than you either - just another judas!! I will work to convince other Liberal voters not to vote Liberal next elections.

Ms Dumb-Browsky Minister of mega-pig-farms - did someone give you a pay-off to force this mega-pork farm through over our objections? Your party is never getting my vote again if you mess this one up.

Les propriétaires des ces méga-porcheries ont saturé les lois inéficaces au Québec et maintenant cherchent à établir leur capitalisme enragé en Ontario. Ces bata--ds sont des éleveurs de porc américain qui cherchent à évader la loi de l'environnement dans leur propre pays. Ils s'en sortent dans les pays du tiers-monde et ils doivent voir le Canada comme un pays tiers-monde sans défense. Madame LA Ministre de l'agriculture - vous déshonorez les petits fermiers élevant le porc et vous laissez paraître l'Ontario comme un espèce de trou perdu où sont permises des activités quasi-criminelles!!

Mme ministre de l'agriculture, votre homologue fédéral est aussi traître que vous!! Je m'éfforcerai d'éloigner les voteurs libéraux de vos partis aux prochaines élections.

In a time when people are challenged and encouraged to become environmentally conscious, this is an absolute slap in the face to a clean sustainable farming community. We teach our children not to use too much toilet paper, don't waste water, don't leave the lights on, don't litter, don't spray that into the air ... it's bad for the environment! So, what do we tell them when they visit their grandparents in Pendleton? That awful smell, the funny water (when there is enough of it left to boil), the empty homes are just because of that factory farm up the road - those people are allowed to destroy the environment! Let the mayor address a classroom of children and explain this piggery to them - at 8 years old they already know this goes against all that is good.
Sadly, when it comes time for politicians to choose between protecting their wallets or protecting this earth, money always wins.

I’m totally flabbergasted reading about this project and the total lack of consultation with the residents affected. Why are the officials of the Municipality in such a big hurry to push this project trough?

Also I do not see the results of any environmental assessment being done, especially regarding the water consumption/source and dangers to the Nation watershed and the Ottawa and St. Lawrence.

Where is the Nation Conservation Authority positioned on this issue?Furthermore, has anybody assessed the impact some huge truck traffic (coming and going) to this facility on crumbling narrow roads?At any rate allow me to add my voice to the NO side!

In 1981 I was a resident of North Nictaux in Nova Scotia. I had purchased an old farm house and some land and renovated. A sort of mega (approx 1000 pigs) pig farm moved in behind my property and the stench from the liquid manure was intolerable. There was no consultation process and the local residents had no recourse at that time. I owned the property for more than 10 years, spent loads of money on repairs and renovations and still barely recovered the purchase price when I was posted out by the Canadian Forces. Having any pig farm for a neighbor is bad – a mega pig farm is intolerable.

I am a member of Gatineau Gliding Club, just north of Pendleton. I am totally against these projects since they will undoubtedly have a very negative impact on the environment in the area. The Gliding Club has been at Pendleton airport for nearly 50 years and has lived in peaceful co-existence with its neighbours in the Pendleton area. This proposed development will have a negative impact on our club and its members as well as any tourist activity in this area.

nice people and wide open spaces. What am I going to tell these visitors,
"Sorry about the smell. Don't breathe too deeply and you'd better think
twice before drinking the water."
It takes just one glider out-landing in a pig-manured farm to understand the
stink potential being proposed with a farm of 3000 pigs.

Absolutley NOT. The municipalities have to implement regulations towards the location of this piggery/biodogester/ethanol plant. If this biodigester/Ethanol plant becomes profitable who's to say that similar ones won't be built near other villages sucking up our most important resource, Water. It's funny how everybody understands the problem except for our politicians.

What is the meaning of "environmental impact"?

-Any change to the environment, (water, air and land) whether adverse or beneficial, wholly or partially resulting from an organization's activities, products or services."

BUT, if this is in an agricultural context, things are different in such a way that many factors do not even surface when talking about environmental impacts. When a 3,000 pig factory is recognized as a farm, the norms and regulations are lowered to fit such an entity. An environmental impact assessment is based strictly on the possible damage done to a significant woodlot and if there are any endangered species on the property where a pig farm will be apparently built. The dangers of pollution or contamination of surface and or ground water are non-issues compared to, if this entity was classified as an industry.

In my eyes, a barn with 3,000 pigs is a FACTORY!!!

Let's not forget that Pendleton is close to the St-Lawrence River to the south, just 2 watersheds away and one watershed close to the Ottawa River.

Is the South Nation Conservation ready to gamble with water quality? (Farrell)

The water consumption for this pig FACTORY is immense, a single pig will drink between 20 and 26 litres a day, (let's use 22 litres)

+ the barn will use 131 litres of water for flushing (cooling and cleaning) that same pig, =153 litres of water per pig, per day

x 3,000 pigs= 459,000 litres of water per day

x 365 days(in a year)=167,535,000 litres of water per year.

Where are they going to get all this water? From an already fragile aquifer or the South Nation River? (QUANTITY) Has anybody from the ministry of the agriculture or the environment of Ontario done an aquifer assessment study? How long before we ONTARIO RESIDENTS living in Pendleton, get severed from our drinking water? The provincial government ( McGuinty and Broten) have been talking and changing Acts (Clean Water Act), and regulations (Water Taking Tax) concerning drinking water in the last months or are those done because provincial elections are looming? What about the citizens of Pendleton, don't we have rights to drink CLEAN WATER? Last time I checked we still lived in ONTARIO.

I guess this is what happens when the municipal office of the Nation municipality (Pommainville) feels that he is not obligated to keep the residents of his constituency, informed about such a situation that could become life threatening.

As for the anaerobic digester (bio digester), by itself, would eliminate most of the smell and it does not consume any water to function, but the danger lies in

-A- The transport of the liquid manure from the pig FACTORY to the anaerobic digester, via a 5 km pipeline. Pipelines are known to leak, ie. the water pipeline that supplies St-Isidore with their drinking water and out in the western provinces, people make their living on repairing leaky oil pipelines.

-B-The extraction of the methane which is needed to produce electricity. (methane, being a volatile, inflammable gas)

Then comes the "proposed" ethanol plant, water consumption for ethanol production, 16.1 litres of water to produce A SINGLE LITRE of ethanol .

Need I say more?

How many litres of ethanol are suppose to be produce in a year?

5 million litres?

Unless M. Henrrard has a secret magical water fountain up his sleeve,

again I ask "where will this water come from?"

By now, it is quite evident that,

WE DO NOT WANT THIS PIG FACTORY

AND WHAT IT BRINGS IN OUR NEIGBORHOOD!!!!!!!

Has this area not learned from the fire in Pendleton that burned the Packall plant? How this factory ever got heavy industry zoning right next to family dwellings is a mystery. The toxins the factory put into the environment were totally unacceptable and have been a major factor on my health. It is also a curious thing the number of families that have lost family members to Cancer or are living with cancer in the village of Pendleton. The toxins that were waste from the factory and entering our water supply and into the air were styrene, toluene, benzene and ethyl benzene all in higher proportions than any person should be exposed to. Side effects from these toxins can cause Thyroid disease, Graves disease, Cancer, accelerated arthritis, and osteoporosis all of which have effected my health. The health of all residence in the village I feel is going to be jeopardized by such an operation.

CEFEO congratulates the East Hawkesbury Municipal Council for their sound reasoning

The February 23rd edition of the weekly newspaper Le Carillon reported that East Hawkesbury has prohibited intensive hog operations by adopting a new municipal by-law on February 14th.

By-law 2025-23 prohibits the creation or establishment of, the possession, maintenance or operation, directly or indirectly of an intensive hog operation in the county of East Hawkesbury. The term “Intensive Hog Operation” is defined as follows: An agricultural installation which implies the reproduction, breeding, custody, lodging care or maintenance of pigs exceeding 500 living animals.

The citizens for the environment and future in Eastern Ontario (CEFEO) congratulate and thank the Municipal Council of East Hawkesbury for this decision.

Evidently, council has listened to the vast majority of its citizens, including local farmers: it has fully analyzed all of the documentation given to it (notably by CEFEO) and has consulted a highly qualified lawyer concerning this matter.

The preamble to the regulation emphasizes the important points supporting Council’s position.

Municipalities have been created (by the Province of Ontario) to be responsible and accountable governments with respect to matters within their jurisdiction. They have the capacity, rights and jurisdiction to regulate locally for purposes related to health, safety and well-being of the inhabitants, including sewage waste, animals, odor, public nuisance and matters that could become or cause nuisances.

The report entitled Nutrients and their impact on the Canadian environment (published by the Federal Ministries of Agriculture, Environment, Fisheries, Health and Natural Resources) has concluded that in areas where intensive hog operations are practiced, there are more nutrients available then required by the crops, resulting in major environmental and health concerns about air quality, eutrophication of surface waters and the contamination of ground water.

The declaration of the Québec government of an urgent preoccupation…due to a large increase of intensive hog operations in recent years and of the environmental impact of these operations.

The resolutions of the Canadian Medical Association calling for a moratorium on Intensive Hog Operations, pending a more complete understanding of their impact on human health.

The evidence and resultant documentation given to the East Hawkesbury Council by many of its concerned citizens.

The importance the East Hawkesbury and its citizens place on health, safety and the well being of its citizens as well as the protection of the environment.

The fact that the largest risk identified, for the environment as well as human health and safety, is generated by intensive hog operations – and, consequently, that these agricultural exploitations require a higher degree of caution.

Before the considerable risk of serious or irreversible damage to the environment and to the citizens of the community, the stakes of health and public safety, as well as sustainable development can only be assured, in this context, by proactive measures which conform with the precautionary principle.

The council has established that in order to react suitably, in an appropriate manner, toward local stakes, in order to protect their assets and favour the well-being and future of the municipality, with respect to the economic, social and environmental plan, that it is in the public interest, both desirable and necessary, that the municipality adopt measures for its inhabitants and its environment concerning intensive hog operations.

The community of East Hawkesbury is therefore protected against integrators who wish to establish intensive hog operations on their territory.

CEFEO must, however, indicate that elected officials in communities adjacent to East Hawkesbury, have not yet understood the menace represented by the invasion of intensive hog operations, on the future of their communities. If other intensive hog operations were established there, the residents of East Hawkesbury could well suffer due to diverse geographical situations, the water table, streams and rivers, wind, and truck routes, among others, not bound by municipal borders and thus able to spread their perverse effects from one county to another.

The neighbouring counties (according to CEFEO) susceptible to an invasion of intensive hog operations are:

North Glengarry, where certain uninformed elected officials believe that intensive hog operations can be included in a sustainable development plan; and

The nearby Québec municipalities, in particular Rigaud and others of the MRC of Vaudreuil-Soulanges, where the integrators would be able to establish their operations since the lifting of the Québec moratorium, by the Liberal government at the end of 2004, without alternate replacement legislation.

CEFEO wishes to thank the citizens who have given donations for the advancement of the work in defending the rights and interests of the community. CEFEO will continue to be vigilant in this area.

Why risk having the same problems in our own province

Construction d'une méga-porcherie et d'un bio-digesteur près de Pendleton
Les Opposants songent à manifester au petit-déjeuner des maires
LA NATION
La construction d'une mégaporcherie de 3000 truies doit commencer ces jours-ci près du hameau de Pendleton, sur la frontière entre les municipalités de La Nation et d'Alfred-et-Plantagenet, alors qu'une pétition en défaveur du projet vient de recueillir
sa 301e signature
. et ça continue.......
De 75 signataires, seulement le mois dernier, la pétition que font circuler les opposants à la méga-porcherie que va construire l'entrepreneur québecois Côté-Paquette, a déjà plus que quadruplé. Une des protagonistes de cette pétition, Jacinthe Lafrance affirme ue le début des travaux de construction sur le site de la dixième concession constitue l'affront ultime des gouvernements municipaux en puissance. Ayant obtenu du bureau de l'urbanisme de La Nation, la confirmation verbale que les travaux de construction de la méga-porcherie commenceraient sous peu, Mme Lafrance songe sérieusement à organiser une manifestation lors du petit-déjeuner annuel des maires des huit municipalités qui constituent les Comtés unis de Prescott-Russell (CUPR) le 16 mai prochain, à la salle Chevaliers de Colomb d'Alfred.
La propriétaire des environs de pendleton s'inquiète notamment des conséquences négatives d,un tel établissement sur la santé publique des résidants à proximité, sur l'évaluation foncière dans les villages voisins, sur l'environnement et sur les écosystèmes riverains, puisque le site exploité se situe à peu de distance de la rivière Nation-Sud et le ruisseau Spring Brook. L'Épandage massif de purin porcinsur les terres agricoles entourant le site, affirme-t-elle, en provoquerait la saturation et favoriserait un écoulement qui pourrait éventuellement contaminer cette source d'eau à laquelle plusieurs villages s,abreuvent dans l'Est ontarien.
De plus, l'orogine québécoise de l'entreprise Côté-Paquette, laquelle est basée à Stoke dans la région des Cantons de l'Est, semble être une élément de frustration vastement répandu parmi les opposants au projet. ''Pourquoi que la compagnie Côté-Paquette, qui est une compagnie de Québec voudrait avoir une méga-porcherie en Ontario? Si au Québec, ils ont de la difficulté à maintenir leur méga-porcheries, pourquoi ils penseraient que l'Ontario se serait plus adaptée'' a questionné une résidante de Curran, en ajoutant son nom à la pétition adressée aux élus de deux municipalités concernées. Biodigesteur indigérée
Dans la municipalité d'Alfred-et-Plantagenet, par ailleurs les signataires de la pétition souhaitent également stopper les procédures menant à la construction d'un bio-digesteur, ui produirait de l'énergie à partir de la combustion de déchets agricoles comme le fumier animal. Cette technologie a pourtant fait l'objet d'éloges de la part du ministre ontarien de l'Énergie, Dwight Duncan, lors de son passage dans l'Est ontarien, la semaine dernière.
Les résidants des deux municipalités visées par la pétition, pour leur part, affirment que les promoteurs qui veulent implanter la méga-porcherie et le bio-digesteur doivent répondre à des exigences municipales rigoureuses pour que leur projet reçoive une approbation. Il n'existe cependant aucune loi pour encadrer l'élevage porcin de masse en Ontario.

Ce qui devait s'avérer, à priori, une réunion publique concernant la gestion de fumier en milieu rural par l'utilisation d'un biodigesteur
a dégénéré en une session de ''chialage'' généralisé, mardi soir, à Plantagenet.
Deux agents de la Police provinciale de l'Ontario ont même été appelés sur les lieux pour maintenir l'ordre dans la salle.

Le mécontentement des quelques 125 résidents d'Alfred-Plantagenet était légitime.

Tous s'attendaient à ce que le sujet de discussion soit l'arrivée d'une mégaporcherie de 3000 truies dans la municipalité et publié dans les hebdomadaires locaux annonçait justement une telle réunion.



Or, la présentation des représentants des ministères de l'Environnement et de l'Agriculture de l'Alimentation et des Affaires rurales louangeant les bienfaits de biodigesteurs - pour réduire les odeurs ainsi que le gaz à effets de serre en plus de permettre la production d'électricité -
a été rapidement reléguée aux oubliettes par des résidents inquiets

''On se fout carrément des biodigesteurs! pourquoi la porcherie se trouve près de notre municipalité'' a lancé un résident du hameau de Curran, Gary Foster.

Le Ton s'élève

Il ne fallait pas plus pour que les plus bouillants lèvent le ton, bondissent de leurs chaises, crient les commentaires fumants et brandissent leur poing pour faire valoir leur frustration. Le bal est parti.

Parmi les craintes soulignées, certains on parlé de la surtaxation d'un système de puits déjà précaire,


la pollution potentielle de la rivière Nation à proximité du projet de la porcherie, la dépréciation de leurs résidences ainsi que l'épandage de purin et la présence d'un biodigesteur de taille dans le village de Pendleton.
Les réponses notamment de Jake DeBruyn, ingénieur du ministère de l'Agriculture, n'ont pas semblé rassurer les plus mécontents.

''Que devons nous faire pour arrêter ce projet?'', a questionné Robert Mallette de Plantagenet.
Nous ne sommes pas obligés d'accepter l'épandage de fumier. On peut faire des lois!''

En réponse, le maire d'Alfred-plantagenet souligne que sa municipalité est à la merci des normes provinciales.

''Il n'y a rien qui régularise les porcheries en province, mais les promoteurs doivent suivre certaines normes. Et ils doivent répondre aux exigences'', souligne Jean-Yves Lalonde.

Quelque 125 résidants du secteur Pendleton d'Alfred et Plantagenet ont pu exprimer une partie de leurs frustrations, mercredi soir, dans le cadre d'une assemblée publique touchant le projet d'une porcherie assortie d'un bio-digesteur, dans leur voisinage.
Comme c'est ordinairement le cas, lors des assemblées touchant l'implantation d'une porcherie, la plupart des citoyens participants se sont montrés très émotifs et peu réceptifs à l'idée.
Les organisateurs, la municipalité du Canton d'Alfred et Plantagenet, ont eu beau indiquer que l'assemblée devait porter sur le fonctionnement et l'utilité du bio-digesteur, la plupart des participants de la salle leur ont rétorqué qu'ils ne voulaient rien savoir de ce dispositif, mais qu'ils voulaient se faire rassurer concernant la porcherie et ses impacts.
La porcherie sera exploitée par l'entreprise Côté-Paquette alors que le bio-digesteur est un projet du producteur de grandes cultures de Pendleton, Philippe Henrard.

" On ne veut pas d'un autre Walkerton chez-nous. On veut rien savoir du bio-digesteur et surtout pas d'une porcherie ", a lancé un citoyen vociférant.

Michel Mallette,
qui s'est identifié comme un résidant du village de Pendleton, a dit que la porcherie serait établi beaucoup trop près de la communauté. " Il est inacceptable qu'une porcherie soit construite si près d'un village et, qu'en plus, le fumier soit épandu sur un terrain sablonneux ", a-t-il indiqué.

Une résidante de la neuvième concession, Corinne Balasa, a soutenu qu'elle avait recueilli des échantillons d'eau d'un ruisseau avoisinant qui longera également la propriété de la porcherie et que la qualité de l'eau s'était détériorée dernièrement. Elle a également voulu savoir qui serait imputable en cas de dégâts environnementaux et quels seraient les délais pour nettoyer ceux-ci.
À cette dernière question, le porte-parole du ministère de l'Agriculture de l'Ontario, Jake Debruyn, a expliqué que l'exploitant de la porcherie était responsable d'aviser le ministère de l'Environnement de toute situation problématique et était imputable en cas de dommages.
Denis Rochon de Pendleton s'est inquiété des effets de l'implantation d'une porcherie et d'un bio-digesteur dans un secteur ou l'eau de qualité est déjà rare.
À cet effet, Jake Debruyn a expliqué que le bio-digesteur s'alimentait du lisier du porc et n'avait donc pas besoin d'eau. Pour ce qui est de la porcherie, il a fait valoir qu'un exploitant de porcherie s'assurera forcément de s'établir à un endroit où les sources d'eau sont suffisantes, une réponse qui n'a pas eu l'heur de convaincre l'assistance.
Plusieurs citoyens se sont également inquiétés de la pollution par les odeurs et de la perte de valeur des propriétés. Les représentants du ministère de l'Agriculture ont soutenu que l'utilisation du bio-digesteur aurait pour effet de réduire considérablement les odeurs. En ce qui touche la perte de valeurs, ceux-ci ont mentionné qu'il y avait peu de cas de propriétés dévaluées à la suite de l'implantation d'une porcherie, une autre réponse accueillie avec scepticisme par l'auditoire.
Quelles que soient les réponses fournies par les représentants du ministère de l'Agriculture, les citoyens ne semblaient rien vouloir entendre, à part " non à la porcherie ".
" Qu'est ce qu'il faut faire pour empêcher la porcherie ! ", a lancé un citoyen auquel plusieurs autres ont rapidement fait écho.
" Notre municipalité ne peut rien faire, d'abord parce que la porcherie ne s'établit pas sur notre territoire, et ensuite, parce que c'est un dossier de juridiction provinciale ", a souligné le maire d'Alfred et Plantagenet, Jean-Yves Lalonde. " Si vous voulez arrêter le projet, il faut aller à la province ", a-t-il ajouté.
La municipalité du Canton de La Nation a pour sa part alloué le permis de construction.

Le bio-digesteur

Avant que les citoyens ne fassent assez rapidement dévier la discussion sur le sujet de l'implantation de la porcherie et de ses impacts, les délégués du ministère de l'Agriculture et le promoteur du projet de bio-digesteur, Philippe Henrard, ont pu brièvement expliquer les mérites de cette installation.
Ainsi, il a été permis d'apprendre que le bio-digesteur utilisait le lisier de porc pour produire par fermentation du méthane, un biogaz, qu'on peut ensuite utiliser pour la production d'électricité.
Les représentants du ministère de l'Agriculture ont par ailleurs indiqué que le promoteur Côté-Paquette s'était soumis à toutes les exigences environnementales, notamment, 240 jours d'entreposage de fumier au minimum; un plan environnemental préparé par un ingénieur garantissant la protection des puits et des eaux souterraines; une distance minimum avec les puits et les cours d'eau et la remise au ministère d'un document indiquant toutes les mesures prises pour respecter l'environnement.

"There's a river that runs right by there"
Pendleton area residents meet to learn impact of 3,000-sow operation but officials want to talk about bio-digesters

PLANTAGENET - It was a public meeting billed as an "open forum" on the impacts of a sow operation and an energy-producing biodigester.

But it soon became apparent that the bevy of provincial experts brought in for the occasion - some from as far away as Kemptville, Kingston, Toronto and Guelph -- had converged on this tiny village only to vaunt the merits of nutrient management plans and the efficiencies of biodigesters. In the words of Alfred-Plantagenet Mayor Jean-Yves Lalonde, "The meeting tonight is mainly for biodigester information. This is not a zoning meeting."

More than 80 people showed up at the community hall in Plantagenet last Wednesday, March 21, in response to Alfred-Plantagenet Township notices published in the local press and sent out to individual property owners. The notices and the letters stated clearly that the open forum would be a public meeting "with respect to the impacts of a proposed sow operation and installation of a biodigester /energy plant."

The intensive livestock operation ( ILO ) in question -- a 3,000-head sow operation being planned by producer Mario Côté - is being proposed for construction in The Nation Municipality, on Concession 10 in South Plantagenet ward, very close to the South Nation River and the Nation/Alfred-Plantagenet border.

In his introduction, Mayor Jean-Yves Lalonde told the assembly that the township had asked Agriculture, Food and Rural Affairs Minister Leona Dombrowski for her help in organizing the meeting. He said he received a very cordial and helpful response from Dombrowski. "She "really wanted the public to know about biodigesters" and the material they can handle: not only the effluent of a mega-pig operation but also all kinds of used oils. And so she responded to our request by providing us with some of her experts who are here with us tonight, said Lalonde.
The moderator for the evening, united counties head of planning and forestry Louis Prévost, reiterated Lalonde's assertion that the meeting was intended to be primarily an information session about biodigester technology.
Curran resident Ed Scott directed his question to Lalonde as the host of the information event. "I understand we're here tonight to discuss a pig farm in The Nation, but now the majority of the talk seems to be heading towards a biodigester. I want to know is there a permit applied for, for a biodigester in Alfred-Plantagenet? I want to know if it's one in the same or if it's two separate projects or what's happening here?"

Lalonde stated that no permit for a biodigester had been applied for in Alfred-Plantagenet and that according to ministry officials, there was no requirement for a biodigester when seeking approval for a mega-pig farm operation, but he insisted that the meeting was primarily intended to provide "biodigester information."

Philippe Henrard, the property owner who plans to accept the 50 to 60 cubic meters of pig manure produced daily by the proposed piggery, to feed a biodigester he hopes to construct on his property near Pendleton, went to the front of the hall to try and answer the concerns several people from the audience expressed about "toxic fumes" they feared would emanate from the operation.
"The manure will be digested and 90 percent of the odors and 90 percent of the pathogens will be eliminated. So I don't understand how it (a biodigester) could possibly bother you," stated Philippe Henrard.

Ninth concession resident Gary Foster reiterated the crowd's growing frustration with the unwillingness to talk about the specific impacts of the proposed sow operation in The Nation municipality.

"You people are putting the cart before the horse. Half of these people don't even know why we're here. We don't give a h__l about a biodigester - that's after the fact. We wonder where the piggery is going and why it's going in there right next to a river. You didn't even mention the river. There's a river that runs right by there," said Gary Foster.

Despite the focus on biodigester technology, members of the audience persisted in trying to obtain more information about the proposed sow operation.

Michelle Lafrance, who lives on Route 6 near Curran, wanted to know what would happen when a little spring-fed stream close to the mega-piggery floods it banks as it does every spring.

Prévost noted that there were no representatives present from the South Nation Conservation Authority to answer her questions.

Benoit Lebeau, a nutrient management engineer working out of the OMAF Resource Center in Kemptville, responded to Lafrance's questions.
He said that ILO operators were obliged by regulation to build their manure holding tanks at least 50 meters away from any water course and that operators would be inspecting the manure tank installations on a regular basis.

Corine Balasa of Nine-Mile Road was attending the meeting with her 89-year-old, father John Balasa who owns property on the ninth concession, North Plantagenet, adjacent to the Henrard property.

Corine Balasa asked "How can we protect the wells that we all have within the village of Pendleton? How can you guarantee that what's being spread on the land is not going to go into the water system? Once the chemicals are in (the water) it's very difficult to take them out. It's contaminated for years," stated Balasa.

"Should there be a disaster of any sort - and they do happen - who's responsible for the cleanup and how fast can it be expedited to correct the problem?"

John Balasa added an anecdote to illustrate the questions. "For the last 50 years since I bought the property there have been beaver by the hundreds. For the last few years polluted water run-off . . . has killed all the beaver. But last fall a couple of beaver returned and repaired the old dam and I am hoping these two beavers, being a symbol of Canada, will stay in this location."

Balasa gathered a round of applause for his anecdote.

Jake DeBruyn, New Technology Integration Engineer with the Ministry of Agriculture, responded to the Balasas' questions.

"With manure application, you can't spread when the (drainage) tile is running. So part of it is having enough storage and part of it is - if you see somebody who is spreading manure when the tile is running, the MOE (Ministry of the Environment) will show up. If manure were to leave the property then that is considered to be a spill," stated DeBruyn.

"If you, as a neighbour, would see that there is a problem, the Ministry of Environment has agricultural enforcement officers who can come on site and determine if there is a problem there. With nutrient management strategies, there is a level of enforcement in place specifically to deal with those types of issues," added DeBruyn.

Corine Balasa responded, "I'm sorry. I'm still concerned because you haven't quite answered the question. How exactly does this enforcement work?" She told the assembly that water samples taken from the beaver creek showed that nitrate levels had increased tenfold. "We have the reports. How do you control it" How do you enforce it?"

Rhéal Delaquis, a senior environmental officer with the Ministry of the Environment responded to the Balasas' questions. He said he couldn't contest the test results Corine Balasa had referred to but he reiterated the importance of nutrient management plans to the whole application process.

"You have to plan so that you can apply the manures at a certain time . . . so that there will not be any discharge directly into the drainage system," said Delaquis.
Pendleton resident Denis Rochon said, as someone who has lived in the area for 20 years, he is very aware of how "fragile" the water table in Pendleton is. "Every now and then you see a neighbor having to re-drill to get to the water source," said Rochon. He wanted to know what the anticipated water consumption would be of the sow operation and of the biodigester. He also wanted to know if provincial officials could guarantee that there would be no "toxic smells" emanating from the ILO.

"With any existing agricultural system, there is runoff from the fields," stated DeBruyn.

"And the one gentleman had indicated 'In the past, I used to go swimming in the river and now I can't anymore'. The reality is there are agricultural impacts on nature and as we improve our management practices these impacts are lessened over time and so we are always moving forward."

Concession 10 resident Bob Mallette referred to other municipalities near Ottawa that had managed to ban the spreading of manure near their communities.
"Why do we have to accept pig manure to be spread in Plantagenet? And if we do not want it, I'm asking the mayor right now, what do we have to do to stop this?" asked Mallette.

"Now I know that everyone is quite anxious to stop a project or reorganize it," stated Lalonde. "That's why we're doing this meeting tonight. The main thing to know is that the Ministry of the Environment has strict regulations. That's where it stands right now. We cannot just stop anything, anytime, anywhere. We (the municipality) don't have anything for (stopping the) spreading of manure. This township could apply a law (regulating the spreading of manure) and anyone can go to a higher level and just oppose what we're going to regulate because it is a provincial matter," stated Lalonde.

Another member of the audience asked Lalonde for his undertaking that before a permit was granted for a biodigester in the township, that he would call another public meeting, "and a referendum" - someone else shouted to a round of cheers and applause from the crowd.

Prévost stepped forward at this point to allow one final question from the assembly before closing the open forum portion of the meeting.

Some Alfred-Plantagenet residents had appeared before The Nation municipal council back in November to criticize what they called inaccurate municipal maps that had used by the piggery proponents in their application and to demand that correct maps be provided. The group contended that the final sketch plan prepared by Guy Lussier - the engineer who is preparing the nutrient management plan for the Coté project - shows Spring Brook Creek, a fish habitat, inaccurately, because the creek was diverted several years ago.
The residents told The Nation councilors that the South Nation Conservation Authority - which is responsible for the watershed -- was advised about the diverted creek and did nothing.
Although they were invited to the open forum, no representatives from the South Nation Conservation Authority attended the Plantagenet meeting on Tuesday March 20, 2007.
